DTC Rwanda is hosted by Rwanda's Ministry of ICT and Innovation (MINICT) and operated together with GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The model is designed to keep public mandate, co-financing and implementation capacity in one coordinated structure.
